It depends on the hardware and layout of the case, but in general a single intake fan is enough for a general-use computer.
For a low-end gaming PC, 1/1 is fine, 2/1 or 3/1 for higher-power hardware..

Yes, should be fine, just make sure its a good quality airflow fan. My 120mm kicks all the heat out of my case really well, its optimised for airflow while not being annoying in noise, basically it is the noise floor for my PC as my two 140mm intakes are much quieter.
